HP Trainee Policy: What is HP Trainee Policy

The Himachal Pradesh government has introduced the HP Trainee Policy 2025, replacing contract jobs with a two-year job trainee system for Group A, B, and C posts. Trainees will receive fixed pay, training, and limited benefits, and must pass an exam to become permanent employees. Certain posts are excluded from this policy.

HP Trainee Policy

The HP Trainee Policy 2025 is a new recruitment system introduced by the Himachal Pradesh government to replace the existing contract job system. Under this policy, all new hires for Group A, B, and C posts will be recruited as Job Trainees rather than on a contract basis. Each trainee will serve for two years and receive role-specific training during this period. After completing the trainee term, candidates will have to pass a qualifying or proficiency exam to become permanent government employees. This policy was officially notified by the Department of Personnel and came into effect in July 2025.

Why Was This Policy Introduced?

The main objective of the HP Trainee Policy is to promote a transparent, fair, and merit-based recruitment process. The Himachal Pradesh government aims to:

  • Eliminate the outdated contractual hiring system.
  • Encourage professional development of employees.
  • Build a skilled, efficient, and accountable workforce.
  • Improve the quality of governance through trained personnel.

Through structured training and practical exposure, the policy ensures that new hires are fully prepared for their official responsibilities.

Who Will Be Hired Under This Policy?

The policy is applicable to all Himachal Pradesh government departments, boards, corporations, and government-aided institutions. All new recruitments for Group A, B, and C positions will be made under this trainee system.

However, this policy does not apply to certain high-ranking or specialized posts, which will continue to follow their traditional recruitment procedures.

How Does the Trainee System Work?

Selected candidates will be appointed as job trainees and will be given a fixed monthly consolidated salary. They will not be considered regular government employees during the trainee period.

Trainees must complete two years of service and pass a government-prescribed exam to be regularized.

They will not be eligible for benefits such as:

  • Pension
  • Leave encashment
  • Regular promotions
  • Other Central Civil Services (CCS) benefits

A declaration form or affidavit will be signed by every trainee before appointment to acknowledge the terms of service.

Salary, Training, and Other Rules

HP Job trainees will receive a fixed salary as per the notification from the Finance Department. The exact amount will be mentioned in the recruitment advertisement. Trainees will also receive:

  • Travel Allowance (TA) and Daily Allowance (DA) when on official duty.
  • Coverage under Himcare and Ayushman Bharat health schemes.

However, medical bills will not be reimbursed, and other government health rules will not apply to trainees.

They must fulfill their duties monthly without fail, and performance will be monitored throughout the training period.

Leave Entitlement for Job Trainees

Trainees will be entitled to limited leave benefits:

Unauthorized absence will result in termination. If a woman is found 12 weeks pregnant or more at the time of recruitment medical tests, her appointment will be temporarily postponed until re-evaluation after childbirth.

Exempted Posts from the HP Trainee Policy

The following nine job categories are not included in the HP Trainee Policy and will continue to follow their respective selection rules:

  1. Administrative Officers recruited through HPAS exam
  2. Civil Judges
  3. Professors in government medical colleges
  4. Professors in the AYUSH department
  5. Assistant Conservator of Forests (ACF)
  6. Naib Tehsildars
  7. Section Officers (HPF & AS)
  8. Assistant State Tax and Excise Officers
  9. Police Constables (Male/Female)

What About Existing Contract Employees?

Current employees working on a contract basis will also be transitioned into the trainee system. This applies to:

  • All ongoing recruitment processes.
  • Candidates with offer letters issued before February 20, 2025.

These employees will now serve as job trainees under the new rules and will need to complete the two-year training and pass the exam for regularization.

Application in Boards and Government-Aided Institutions

The HP Trainee Policy will also apply to state boards, corporations, and grant-in-aid institutions, but only after receiving approval through proper administrative channels.

Such institutions must follow the state reservation policy during recruitment. However, job trainees appointed in these organizations will be considered employees of the institution and not direct government employees.
